EN PELIGRO LA INVERSION DE EXTRANJEROS EN MEXICO
• Debe investigar la Secretaria de Gobernación, Relaciones Exteriores y la Secretaria de Hacienda Y Credito Publico en el Caso Dave La Barre
• Aun Comprobados los ilícitos libra la acción de la justicia por decisión de un magistrado
• Inseguridad de la inversión en los fraccionamientos turísticos, pone en peligro la inversión extranjera

No es la primera ocasión que se denuncian fraudes en agravio de extranjeros, como lo hizo ya Gregory Acosta en contra de conciudadano Dave La Barre, quien se ostenta como Presidente de Un consejo de administración de 5 empresas, que si bien es cierto esto puede ser cierto, pero la certeza se pone en duda, cuando con recibos en la mano se le cuentan ya tres denuncias penales, una de ellas ya origino la orden de aprehensión en el caso de Arthur La Barre, quien acaba de recibir la benevolencia y el acuerdo de revocación del Colegiado XV de Distrito con residencia en Mexicali, debe salir libre, esto pone en evidencia la actuación del Agente del Ministerio Publico del Fuero Común y del Juzgado Mixto de Primera Instancia, ambos con residencia en el Puerto de San Felipe, del mismo Juez III de Distrito quien negó el amparo, y que pierde en revisión
En este asunto tres funcionarios de distintos niveles vieron en las pruebas documentales y testimoniales la presunta culpabilidad que dio origen a la orden de aprehensión de Dave Arthur La Barre, y solo uno vio el asunto de manera diferente, después de un proceso de 9 meses, se pone en evidencia a la justicia en México, pero mas aun las inversiones que se vienen dando de parte de extranjeros, quien han puesto sus ojos en México, en este momento donde la crisis económica agrava el mundo, los Estados Unidos y muy en particular a nuestro país.
En lo particular no se puede asegurar que todos los fraccionamientos turísticos, y otras inversiones que pone en el mapa al Puerto de San Felipe, como el “Boom Económico” en la región, lo que promete ser una zona turística que bien en el futuro puede competir con Can Cun, están mal, por eso debe investigarse por bien de todos.
Pero que ha sucedido en Baja California, se han dado casos lamentables donde inversionistas norteamericanos se han visto defraudados como el Caso de Punta Colonet, ahora el asunto que pone en jaque al menciona Fraccionamiento “La Hacienda” en San Felipe,.
Aquí solo como mexicanos que queremos a nuestro país, en pleno estado de derecho, de la legalidad y garantías que el mismo Presidente de la República Felipe Calderón a impulsado, es justo que en respuesta al Derecho Internacional, que se sustenta en Tratados entre ambos países en este particular asunto, compromete la intervención de la Secretaria de Relaciones Exteriores, la Secretaria de Gobernación, y la misma Secretaria de Hacienda y Crédito Publico, ya que la venta en lo particular de un predio de 132 metros cuadrados en 460 mil dólares, nos evidencia si se pagaron impuestos o se están pagando los gravámenes, lo que daría origen a otro asunto de un posible delito fiscal por evasión de impuestos.
Mientras la fama de no invertir en México, ya no se da por la acción punitiva de los integrantes del crimen organizado que en pleno reto a la autoridad han tomando las calles como campo de batalla, ahora la mala imagen esta en la falta de garantías en la inversión en nuestro país para evitar este tipo de denuncias y hechos de fraude contra extranjeros.
En la lucha contra la corrupción, el Presidente de la República y sus Secretarios han reconocido que existe altos índices de corrupción en el Poder Judicial en México, y esto pone en evidencia al Congreso de la Unión ante la falta de leyes mas explicitas y determinantes que permiten esta situación.

This is not the first occasion that allege fraud were foreigners are victims, as an example the case of Gregory Acosta against hes fellow citizen Dave La Barre, who claim to be chairman of a board of 5 companies, which although it may be true, but the certainty is put in doubt when with receipts in hand, Arthut La Barre was already envolved in three criminal complaints, one of them led to the arrest warrant in the case of Arthur La Barre, who had just received the goodwill and the agreement revocation of the College District XV with residence in Mexicali, Baja California, Mexico, should come free, puts in doubt the performance of the Public Ministry agent – District Attorney- and the Mixed Court of First Instance, both with residency in the Port of San Felipe, and the III district judge .Federal Judge- who denied bail and who loses in the review of this case.
In this case three different levels of officials saw in the documentary and testimonial evidence that the alleged guilt led to the arrest warrant for Arthur Dave La Barre, and only one saw the issue differently, after a process of 9 months, is clear that justice in Mexico is in doubt, but most investments have been evolving from foreigners, who have set their eyes on Mexico, at the moment where the world economic crisis worsens, in the United States and particularly to our country.
In particular it can not ensure that all land sales era illegal, bot to insure investments in tourism and other investments that in the map the Puerto de San Felipe, as the "economic boom" in the region, which promises to be a tourist area in the future that may well compete with Can Cun, there has to be an investigation for the good of everybody.
But what has happened in Baja California, there have been unfortunate cases where U.S. investors have been disappointed as the case of Punta Colonet, now puts the question in check lans sale in "La Hacienda" in San Felipe.
As Mexicans we want justice, right in the rule of law, legality and guarantees, that even the President of Mexico Felipe Calderón claims, who is just to response to international law, which is based on treaties between the two countries this particular case, compromises the action of the Foreign Affaris Secretary, the Secretary of the Interior and the Ministry of Finance and Public Credit, since the sale in a particular area of 132 square meters in 460 thousand dollars, it evidence if taxes were paid or if they are paying taxes, this case is giving rise to another issue of possible criminal tax evasion.
